PROBLEM TO BE SOLVED: To obtain a permanent wave first agent effectively forming hair waves while reducing hair damage and improving hair touch feeling. SOLUTION: The permanent wave first agent is obtained by compounding (a) a fractionated protein composition comprising a protein 11,000 in an average molecular weight and a protein 9,700 in an average molecular weight each determined by gel filtration column chromatography and each isolated from wool or human hair and a protein 8,000-12,000 in a molecular weight obtained in the process of refining the two kinds of protein and (b) a silk-derived silylated hydrolyzed protein.
