PROBLEM TO BE SOLVED: To restrain lowering of efficiency due to a temperature rise of an actuator without any increase in manufacturing cost. SOLUTION: In the actuator 14 disposed on a base plate 13 provided to cover the upside of a valve chamber 10, a recessed part 111 is provided on the opposite side to a fitting surface of the base plate in a housing so that a gap through which cooling air is circulated is demarcated between the fitting surface 13a of the base plate and the housing 47. Especially the housing and the base plate are respectively provided with openings 89, 101 for connecting a gear link 21 and a link driving gear 53, and O-rings 105 are provided to surround the openings.
