PROBLEM TO BE SOLVED: To allow exertion of prescribed functions while improving installation performance of a hydraulic shock absorber. SOLUTION: A pool 4 has, at its one end, another stopper part 44 that produces an effective stroke V2 of the spool 4 between a valve housing 5 and the stopper part, and has, at its another end, one stopper part 43 that produces an effective stroke V1 of the spool 4 between the valve housing 5 and the stopper part in the presence of an auxiliary biasing spring S2. On the other hand, another end part (82) of the spool is brought into contact with a rod body 3 in a hydraulic shock absorber or with a fixed side B connected with the rod body 3 in the presence of an input means 8. The input means 8 has a tubular body 81 with a head, arranged coaxially with the spool 4 and storing a main biasing spring S1. The input means allows another end part (82) of the spool 4 to be led into the tubular body 81 with a head retractably and presses the tubular body 81 with a head against the fixed side B by a spring force of the main biasing spring S1.
