PROBLEM TO BE SOLVED: To provide a cemented carbide equipped with high bending strength with reduced variation so as to be stable and excellent in breaking resistance even when being used for a compact drill or the like, and to provide a rotary tool having excellent breaking resistance even to drilling in a small size and high feed cutting using the same. SOLUTION: In transmission electron microscope observation for a cemented carbide 1 in which the space between tungsten carbide particles 2, 2 with an average particle diameter of 0.1 to 0.4μm is bound with a binder phase 3 mainly made up of cobalt of 3 to 13 mass%, the number of the tungsten carbide particles 4 with a particle diameter of≤0.05μm present in the structure is controlled to≤10% to the number of all the tungsten carbide particles 2.
