PROBLEM TO BE SOLVED: To enable the behavior state of a user such as a person, and the condition or the like of a material body operated by the behavior to be estimated. SOLUTION: The condition-estimating system is constituted as follows. A condition-estimating part 101 estimates the condition of the environment of the user including the user to which a user sensor part 120 is attached from the taken out condition of the user and a material body ID. A user behavior condition-estimating part 102 of the condition-estimating part 101 estimates the condition of the behavior of the user from the condition of the user, the material body ID, and the user behavior result memorized in a condition-memorizing part 104. A material body condition-estimating part 103 of the condition-estimating part 102 estimates the condition of the material body having a material body sensor part 130 installed therein from the condition of the user, the material body ID and the operation result memorized in the condition-memorizing part 104.
