PROBLEM TO BE SOLVED: To notify only necessary delay information to a mobile terminal without applying burden on the mobile terminal by resetting an alarm time on the mobile terminal without applying large burden on traffic information management center servers and making transmission of delay information mails from the servers minimum. SOLUTION: When delay of traffic facilities in usage traffic routes registered to the traffic information management center servers by users occurs and the delay time is in user usage time band including the alarm time registered by the users, the traffic information management center servers create and transmit delay information service mail to mail addresses of the mobile terminals registered by the users. When the mobile terminals receive the service mail, a delay time is extracted from the service mail to calculate a new alarm time so as to be reset (A4-A7).
