PROBLEM TO BE SOLVED: To provide a flapping flying device having a simple structure, and enabling low-speed flying by flapping motion and stable flying, without using feathering motion. SOLUTION: The flapping flying device comprises a body portion 11 and a pair of right and left main wings 12 flapping by using the body portion as a shaft, and each main wing has a sheet-shaped wing surface member 15 and a wing frame member 14 supporting a front edge of the wing surface member. A power source 21 supported in the body portion, a wing frame moving mechanism transmitting power generated by the power source to the wing frame member to make the wing frame member swing up/down, and wing surface shape deforming means 23, 24 actively deforming at least either of a shape of the wing surface member at swinging down motion or a shape of the wing surface member at swinging up motion, are provided.
