PROBLEM TO BE SOLVED: To realize the low-cost and easy mass production of a finger toothbrush, where a cared person is protected from swallowing it by mistake even if a care worker has his first finger, etc. come off from its holes, and the care worker finishes care work within a short time. SOLUTION: A fibrous base material made of a cotton cloth weighing 120 g/m<SP>2</SP>and impregnating 50 g sodium chloride therein is cut into a thin rectangular sheet 10. Both the end areas of the sheet 10 are inwardly folded, and each of the folded end areas 15 is sewn together along its top and bottom ends respectively by a sewing machine to form a first finger insertion bag 20 and a thumb insertion bag 30.
