PROBLEM TO BE SOLVED: To provide an ultraviolet-absorbing powder which can be compounded in a cosmetic in any amount, has excellent ultraviolet ray absorbability and further exhibits good sense of use in a state of high safety and high stability, and to provide a cosmetic formulated therewith. SOLUTION: The ultraviolet-absorbing powder comprises spherical polymer particles and, included therein, a slightly soluble ultraviolet absorber having solubility in decamethylcyclopentasiloxane of ≤0.1 g/g of decamethylcyclopentasiloxane at 0°C.
