It is possible to provide a mobile communication system in which a control message is transferred without establishing a connection when transfer of the control message does not require establishment of a connection. The mobile communication system includes a mobile station, a radio base station, and an upper node device for the radio base station. When the mobile station transmits a control message to the upper node device of the mobile station, the mobile station transmits information indicating whether a connection for an individual mobile station is required to the upper node device. The upper node device receives the information and judges that no connection for the individual mobile station is required according to the information.
