PROBLEM TO BE SOLVED: To provide a fixing device capable of obtaining a sufficient heat generation amount by being inexpensively and simply manufactured, and having miniaturization and heat responsiveness of an external belt, and to provide an image forming apparatus with it. SOLUTION: The fixing device fixes toner images on recording paper by passing recording paper P carrying toner images T on a pressure contact part of a pair of fixing members composed of a fixing roller 101 and a pressure roller 102 mutually pressure-contacted. The fixing device includes: an external heating belt 103 for heating the surface of the fixing roller 101 from the outside by having an induction heating layer for generating heat by electromagnetic induction heating; a plurality of support rollers 104 having a smaller outer diameter than the fixing roller 101 by rotatably stretching the external heating belt 103; and an induction coil 105 for electromagnetically induction-heating the external heating belt 103 by facing the belt 103 from the outside along the outer peripheral face of the external heating belt 103 in a region stretched between the plurality of the support rollers.
