PROBLEM TO BE SOLVED: To further increase energy density, in an electric double layer capacitor having an electrostatic capacity in a positive electrode and having redox capacity in a negative electrode. SOLUTION: This electric double layer capacitor is provided with: a positive electrode having the electrostatic capacity; a negative electrode having the redox capacity, and an electrolyte containing a lithium salt. The electric double layer capacitor is structured such that cations of the lithium salt are intercalated in the negative electrode; the cations and anions of the lithium salt are adsorbed and desorbed to/from each other in the positive electrode; the negative electrode contains a lithium-containing transition metal reversibly supporting lithium ions; and the initial potential of the negative electrode is set below 1.6 V (vs. Li+/Li) by previously supporting the lithium ions to the negative electrode. When the capacitor is discharged, rapid increase of the negative electrode potential does not occur, and the positive electrode carries out adsorption and desorption of ions up to further low potential.
