PROBLEM TO BE SOLVED: To further enhance secrecy and safety of data recorded on a recording medium. SOLUTION: A position detection part 62 detects a position of the recording medium 42, a user authentication part 63 authenticates a user intending to use the data, a recording part 61 records a data retention level table 84 in which area information showing an area and success and failure of authentication data are associated with a data retention level showing a degree of limitation of use of data, and a controller 66 controls the limitation on the user's use of data on the basis of the area information including the position detected by the position detection part 52 and the data holding level associated with the authentication result by the user authentication part 63 in the data holding level table 84.
