PROBLEM TO BE SOLVED: To provide a nonwoven fabric for a cosmetic sheet, which can keep a skin lotion with ease, well transfers a skin lotion to the skin, and is excellent in touch feeling of the skin. SOLUTION: The nonwoven fabric for a cosmetic sheet is a nonwoven fabric for the cosmetic sheet to be impregnated with the skin lotion, is composed by containing cellulosic fiber and hydrophobic fiber and keeps a sheet form by fiber interlace of the constituent fibers, wherein the hydrophobic fiber is localized in the surface part and absorbent cotton fiber is preferable as the cellulosic fiber.
