An oil recovery/reduction apparatus comprising: a melting tank (12) in which plastics contained in a raw material are liquefied; a decomposition tank (14) in which a heating medium is placed and into which the liquefied material obtained in the melting tank (12) is introduced; a heating part (30) which can heat the decomposition tank (14) to such a degree that at least part of the liquefied material is vaporized with the heating medium; a reforming tank (16) in which the vapor obtained in the decomposition tank (14) is reformed into an oily substance having a desired composition; a supplementary tank (20) which has been constituted so that the heating medium in the decomposition tank can be introduced thereinto; a supply part (47) for supplying the heating medium in the supplementary tank to the melting tank (12) by means of the internal pressure of the supplementary tank; and an introduction part (49) which enables the heating medium in the decomposition tank to be introduced into the supplementary tank (20) while preventing the medium from flowing backward into the decomposition tank (14) due to the influence of the internal pressure of the supplementary tank. According to this oil recovery/reduction apparatus, decomposition and reforming reactions are stabilized to stably obtain an oily substance having a desired composition. Furthermore, the apparatus can be operated at a heightened efficiency.
