PROBLEM TO BE SOLVED: To provide a radio transmitting device which obtains the frequency diversity effect and multi-user diversity effect, without being influenced by the state of propagation path. SOLUTION: The radio transmitting device has n number of transmission antennas (n is an integer of 2 or larger) and a delay time adding portion which adds delay time, according to a notification signal for notifying whether a transmission signal is to be transmitted by frequency diversity or by multi-user diversity.
