PROBLEM TO BE SOLVED: To provide a method of manufacturing a rigid foamed synthetic resin which uses a foaming agent mainly made of water and has outstanding heat-insulation capability. SOLUTION: The method of manufacturing a rigid foamed synthetic resin comprises: using a foaming agent containing water of 3-20 pts.mass based on a polyol compound (P) of 100 pts.mass; and reacting the polyol compound (P) and a polyisocyanate compound (I) in the presence of: an amine compound (A) consisting of at least one kind chosen from the group consisting of aromatic compounds having at least two specific aminoalkyl groups and alicyclic compounds having at least two specific aminoalkyl groups; a catalyst (C); and a foam stabilizer (S).
