PROBLEM TO BE SOLVED: To provide efficient data transfer by using an output signal line of an open drain type or open collector type output buffer. SOLUTION: The present invention relates to a state control of an output signal line of the open drain type or open collector type output buffer. This signal control circuit has a means for monitoring the potential of the output signal line and detecting that the potential of the output signal line transits from a low potential state to a high potential state, and a means for supplying a logic signal to the output buffer, and adjusting an end point of a period for maintaining the output signal line in a high potential state in accordance with a period of time when transition is detected to secure a prescribed minimum period or more as a maintaining period of the high potential state when it is detected that the output signal line transits to the high potential state after the potential of the output signal line starts to transit from the low potential state to the high potential state according to a change in the supplied logic signal.
