PROBLEM TO BE SOLVED: To provide a system for establishing high quality communication network capable of reducing communication time by eliminating the need of making a retransmission request by repairing data even if any single-bit error is found without altering conventional communication protocol. SOLUTION: The communication system includes a center side apparatus 101 and an NCU 102 having a communication function with meter equipment 103. The NCU 102 includes a network control device having a remote metering function of meter equipment 103. The center side apparatus 101 and the NCU 102 are connected via a telephone line to correct communication errors. In the system, the center side apparatus 101 and the NCU 102 have a function of analyzing a message containing an error correcting code from a calling side, a function of transmitting the message containing the repaired contents to a calling side, and a function of transmitting a message retransmission request.
