PROBLEM TO BE SOLVED: To provide a transparent conductive film in which both high gas barrier performance and high initial performance (light-emission of high efficiency and low resistance) can be made compatible, when it is used in a display element. SOLUTION: In the manufacturing method of the transparent conductive film, the transparent conductive layer is installed at least on one side of a base material film, after heat-treatment and/or vacuum-treatment of a gas barrier film that has a gas barrier layer having at least an organic region and an inorganic region.
