PROBLEM TO BE SOLVED: To provide a planar structural body which, nevertheless a planar body, secures transportability for various fluids such as gases and liquids and optionally is provided with the maintenance of strengths as a structural body, transportability on fluids demonstrated by the inner cavities and various functions obtained by an enclosed material enclosed in the inner cavities, and to provide its manufacturing method. SOLUTION: The planar structural body 10A is the one in which the hollow conduits 20a are formed in the inside of the planar body 11 of a film- or sheet-like material that consists of an organic polymer compound. Further the inside of the planar body is provided with granular cavities and also encloses an enclosed material. The hollow conduits are aligned or branched in the longitudinal direction and extend in the plane direction of the planar body. In the manufacture of the planar structural body, a base material is made into a substance containing what is to be dissolved by kneading together with an ex-post dissoluble, conduits-anticipated substance which is subject to dissolution and, if necessary, an ex post dissoluble, granular substance to be dissolved as well, the substance containing what is to be dissolved is formed into a predetermined planar molding, and then the conduits-planned substance for dissolution contained in the planar molding is dissolved.
