PROBLEM TO BE SOLVED: To provide a manufacturing method of a panel for information display, and a particle filling device which equalizes amounts of filled particles in cells by oscillating a mask to drop particles deposited in holes of the mask. SOLUTION: In the manufacturing method of a panel for information display wherein a display medium comprising particles enclosed in cells formed between substrates by partitions is moved to display information like an image, ultrasonic processing of equalizing the filled amounts of particle groups as the display medium in respective cells by finely oscillating a mask 13 by an ultrasonic generator 17 to drop particles 14 deposited in holes 13a of the mask 13 into the cells 16 after and/or while particles 14 placed on the mask 13 are moved by a squeegee 15 to fill respective cells 16 between substrates 12 from holes 13a of the mask 13, when performing a particle filling step of filling the cells 16 with particle groups as the display medium by using screen printing.
