PROBLEM TO BE SOLVED: To provide a cleaning device and an image forming apparatus capable of preventing injection of charges from a brush roller to toner and preventing decrease in the potential at the top of brush fibers. SOLUTION: The cleaning device includes a loop brush roller 72 in which the brush fiber has a core-sheath structure and both ends of the brush fiber are fixed to the outer circumference of the roller, and an electrode roller 87 and a brush power supply 702 both functioning as a brush fiber charge application means. The brush fiber charge application means applies a voltage to the brush fiber in the opposite polarity to the charging polarity of the toner, by touching the loop brush roller 72 at a position in a downstream side along the rotation direction of the loop brush roller 72 with respect to the contact position of the loop brush roller 72 and a recovery roller 74 as well as the position in an upstream side along the rotation direction of the loop brush roller 72 with respect to the position where the loop brush roller 72 is in contact with a photoreceptor 1.
