PROBLEM TO BE SOLVED: To provide a controller for an internal-combustion engine capable of suppressing deterioration of the emission caused by the target injection amount exceeding the fuel injecting ability, without requiring enhancement of the fuel injecting ability. SOLUTION: The controller is equipped with a suction amount change presuming means S16 to presume the suction amount change until the opening of a throttle valve reaches the target opening in case the request output from the engine has increased, and a target injection amount transition calculating means S18 to calculate the transition of the target injection amount on the basis of the alcohol concentration so as to generate a fuel injection amount required to maintain the theoretical air-fuel ratio with respect to the suction amount change presumed. If the transition of the target injection amount is judged as containing a portion which exceeds the fuel injectable amount (Yes at S20), the request output is corrected so that the incremental change speed is retarded so as to decrease the total suction amount in the period until the target suction amount corresponding to the target opening is attained.
