PROBLEM TO BE SOLVED: To provide a waste liquid treatment apparatus and a treatment method therefor which can efficiently decompose and remove an organic matter in waste liquid containing the organic matter. SOLUTION: The waste liquid treatment apparatus 1 includes: a multistage ozone reaction tank 4 comprising a plurality of reaction tanks structured so as to continuously perform treatment of the waste liquid containing the organic matter; an ozone supply means 13 for generating ozone gas and supplying the ozone gas to the ozone reaction tank 4; an ozone gas dissolving means 20 for dissolving the ozone gas supplied from the ozone supply means 13 in the waste liquid containing the organic matter; and an alkali supply means 25 installed in and after the second tank 4b of the multistage ozone reaction tank 4 to supply an alkali agent to the waste liquid containing the organic matter in the ozone reaction tank 4.
