The present invention relates to a round bar-shaped conductive concrete ground member with a paper casing including: a round bar-shaped grounding electrode having a stainless pipe having a spiral portion formed along the both side peripheries thereof, a conductive mortar layer adapted to be coated along the outer periphery of the stainless pipe to a predetermined thickness, and the paper casing adapted to coat the outer periphery of the conductive mortar layer; a nipple screw-coupled to one side periphery of the stainless pipe and having a bracket mounted on the outer side thereof; an air vent coupled to the outer periphery of the nipple so as to introduce external air to the interior of the ground member; and a lead wire connected to the bracket mounted on the nipple.
