摘要 <p><P>PROBLEM TO BE SOLVED: To simultaneously efficiently cool an electronic device and take a countermeasure to the cold for an operator without using large-scaled equipment and power. <P>SOLUTION: This heat retention-heating device comprises a sheet portion 2 provided with a pipe in which a refrigerant flows, and kept into contact with a heating portion of the electronic device (PC) 1, a mat 4 portion provided with a pipe in which the refrigerant flows, and kept into contact with an operator's body of the PC 1, and pipe portions 3, 5 connecting the sheet portion 2 and the mat portion 4 in a state that the refrigerant flows therein. In the sheet portion 2, the refrigerant is evaporated by the heat absorbed from the PC 1, and the evaporated refrigerant reaches the mat portion 4 through the pipe portion 3. In the mat portion 4, the evaporated refrigerant is liquefied by releasing the heat.
