PROBLEM TO BE SOLVED: To provide an image editing device, an image editing method and an image editing program, enabling a user to use an image as a copyright holder or delivery source intends. SOLUTION: The user terminal 5 is adapted to output editing data formed by the user using image data with a copyright set thereto to a printer or display, using an output image data storage part storing the image data. The terminal acquires editing image data and image attribute data regulating an image display state thereof from a management server, disposes an image selected by the user in a position selected by the user, determines whether the display state of the disposed image matches the image attribute data, limits editing continuation or output when the display state of the image does not match the image attribute data, and permits the editing continuation or output when the display state of the image matches the image attribute data.
