PROBLEM TO BE SOLVED: To provide a foaming device, which easily regulates proper restorability suitable for hand-rubbing. SOLUTION: Organdy 4 and soft tulle 5 are overlapped and folded in half to be sewn along their side edges to form a long sleeve 8. One length end part 9 is inverted and folded back to get above the other end part 10 to form a half sleeve 11. A ring 3 is set on the half sleeve 11, and a free end part of the half sleeve 11 on the side of cut edges 11b is squeezed and bound. The ring 3 is then pulled to invert the half sleeve 11 inside out to form a bell-shaped foaming device 1 provided with the ring 3 on the top.
