A method for assigning gateway anchor includes: receiving a message including a request for gateway anchor address sent from a user terminal; acquiring the gateway anchor address after receiving the message; returning a message including the acquired gateway anchor address to the user terminal. Accordingly, the embodiments of the present invention provide a network side device, which includes: a receiving unit for receiving a message including a request for gateway anchor address sent from a user terminal; a processing unit for acquiring the gateway anchor address after receiving the message by the receiving unit; a transmitting unit for returning a message including the gateway anchor address acquired by the processing unit to the user terminal. The embodiments of the present invention also provide a user terminal. The schemes of the embodiments of the invention can solve the problem of assigning gateway anchor in the network framework supporting mobility management between heterogeneous access systems.
