PROBLEM TO BE SOLVED: To provide a valve timing adjusting device compatibly achieving improvement of durability and guarantee of engine startability. SOLUTION: A planetary gear 50 is stored in a rotor 10 under a condition where the same meshes with gear parts 14, 22 provided at each interlocking rotor 10, 20 of a crankshaft and a camshaft 2, and changes relative phase between the rotors 10, 20 by planetary motion thereof. An electric control system 4 includes a rotor shaft body 7 fitting in a fitting hollow part 80 of a planetary carrier 40 stored in the rotor 10 and supporting the planetary gear 50, and retains relative phase of the rotors 10, 20 at start phase of an internal combustion engine by controlling the rotor shaft body 7 in a rotating state during start of the internal combustion engine. In such a structure, the fitting hollow part 80 opens on an axial direction end surface of the cylindrical planetary carrier 40. An introduction hole part 90 introducing lubricating oil starting to be supplied with accompanying start of the internal combustion engine opposes to the opening at start phase.
