A reformer for a fuel cell or a catalyst for a fuel battery reformer is provided to shorten initial start-up time causing water-gas shift reaction and to effectively remove carbon monoxide. A reformer for a fuel cell comprises a heat source part generating heat energy through oxidation reaction of the fuel; a reformation part including a reforming catalyst generating the hydrogen gas through the reformate reaction by the heat energy from the fuel; and a carbon monoxide reduction part reducing the concentration of the carbon monoxide contained in the hydrogen gas.
