PROBLEM TO BE SOLVED: To provide a method of manufacturing a near-field optical waveguide and a near-field optical waveguide, stably retaining metal nano-particles dispersed in a wide range, uniformly and in three dimensions. SOLUTION: This method of manufacturing a near-field optical waveguide includes: a process of forming an adhesive film 14 having ultrafiltration characterisitc and reverse osmosis characteristic; a process of generating metal nano-particles coated with an organic matter 16; a process of coating the upside of a substrate 12 with the adhesive film 14; and a process of depositing the metal nano-particles 18 on the adhesive film 14.
