PROBLEM TO BE SOLVED: To provide a technique which can form a finished surface high in appearance in relation to the exterior surface of a building, suppresses the temperature rise of the building and contributes to energy saving. SOLUTION: A substrate layer (A), a heat insulating undercoat layer (B) formed from an undercoat material containing a binder and hollow particles, and a finishing coat layer (C) formed from a covering material comprising a nonaqueous synthetic resin (p), a modified silicate compound (q) in which 1-2C alkyl groups and≥3C alkyl groups are mixed in an equivalent ratio of 95:5-50:50, and infrared reflecting powder (r) as indispensable components and containing 0.1-20 pts.wt. of the modified silicate compound (q) in terms of SiO<SB>2</SB>in relation to 100 pts.wt. of the solid content of the nonaqueous synthetic resin (p) and 1-200 pts.wt. of the infrared reflecting powder (r) are formed from the indoor side toward the outdoor side of the exterior surface.
