PROBLEM TO BE SOLVED: To provide an actuator which rotates a movable board with large driving force while saving electric power an optical scanner and to provide an image forming device. SOLUTION: The actuator 1 includes a movable plate 21, a supporting part 22, and a pair of shaft members 23, 24 which connect the movable plate 21 with the supporting part 22. The actuator 1 includes a permanent magnet 51 and a coil 52 which are provided on the under surface side of the movable plate 21.
