PROBLEM TO BE SOLVED: To provide a simulator for a remote monitoring control device having a function of simulating trouble information. SOLUTION: The simulator 7 for a remote monitoring control device, installed so as to be connectable to monitoring control servers 1, 2 of an electric system monitoring control system via a network, simulates information transmitted and received to and from the remote monitoring control device and tests the system. In this simulator, simulation of trouble information is made possible by providing a trouble occurrence processing table 32, which defines a method of rewriting information transmitted between the monitoring control servers 1, 2 into an abnormal state; a trouble occurrence data setting part 43, which sets up trouble occurrence data for which a tester defines the arbitrary details of trouble tests; and a data trouble occurrence processing part 31, which rewrites the generated simulated information into the abnormal state, referring to the corresponding trouble occurrence processing table 32 based on the trouble occurrence data.
