PROBLEM TO BE SOLVED: To provide a transfer sheet in which a pattern caused by transfer can be formed with satisfactory shape accuracy without a layer including a photocatalyst being left on a device substrate side, and to provide a method of manufacturing the transfer sheet. SOLUTION: In a transfer sheet 11 including a support substrate 1, a photocatalyst layer 7 on the support substrate 1, and organic material patterned traces 9r, 9g, 9b as transfer material patterned traces provided on the photocatalyst layer 7, a surface side of the photocatalyst layer 7 is composed of a hydrophilic area 7a that has become of hydrophilic nature by light irradiation to the photocatalyst layer 7 and a hydrophobic area 7b.
