PROBLEM TO BE SOLVED: To improve and maintain safety of train operation even when a train operator has only low-level driving skills. SOLUTION: An operation control section 30 supplies driving power used for driving each of a plurality of trains 20, receives location information capable of locating the current position of each of the plurality of trains 20 from that train, checks the current position of each of the plurality of trains 20 located by received location information to judge whether an interval between them is equal to or shorter than a predetermined safe operation interval, and stops supplying driving power if the interval is judged to be equal to or shorter than the safe operation interval.
