A base station device of a mobile communication system is provided to have a ranging assigning unit, thereby preventing contention when requesting bandwidth or ranging. A mobile device transmits a ranging code exclusive in a base station at an exclusive ranging slot(S6). A base station promotes a ranging response message indicating timing/transmission power level control to the mobile device(S7). The base station promotes CDMA_Allocation_IE which is one of information elements inside UL-MAP and assigns a bandwidth of UL to the mobile device(S8). The mobile device transmits a ranging request message including an MAC address of the mobile device by using the bandwidth assigned to a UL burst(S9). The mobile device transmits RNG-RSP including the MAC address of the mobile device and assigns basic/primary CID(Connection ID) to the mobile device(S10).
