<P>PROBLEM TO BE SOLVED: To reduce cost of catalyst used in a fuel cell by providing the catalyst having high catalytic activity for oxygen reduction. <P>SOLUTION: An acid-resistant complex catalyst contains a plurality of dumbbell-shaped complex nanoparticles and/or a plurality of flower-shaped complex nanoparticles, each of the plurality of the dumbbell-shaped complex nanoparticles contains one noble metal nanoparticle which is epitaxially connected to one ferrite particle, and each of the plurality of the flower-shaped complex nanoparticles contains at least two noble metal nanoparticles which are epitaxially bonded to the ferrite particle. The oxygen reduction is promoted by the acid-resistant complex catalyst. The acid-resistant complex catalyst can be used for a fuel cell having a fuel electrode, an oxygen electrode, and a polymer electrolyte membrane between the fuel electrode and the oxygen electrode.
