PROBLEM TO BE SOLVED: To prevent isolated points from being generated, while maintaining the features of a texture formed by an image signal. SOLUTION: In a noise suppressing device, a separation means separates the image signal into a signal on the high-band side and a signal on the low-band side, wherein the signal on the low-band side is subjected to smoothing processing by a smoothing means and the signal on the high-band side is subjected to the so-called "coring processing and limiter processing" by a high-band side signal processing means, and an addition means adds the signal on the low-band side subjected to smoothing processing by the smoothing means and the signal on the high-band side, subjected to coring processing and limiter processing by the high-band side signal processing means, and outputs the added result.
