PROBLEM TO BE SOLVED: To provide a waveguide device capable of suppressing occurrence of a DC drift by a simple configuration and to provide a driving method of a waveguide element. SOLUTION: In the waveguide device, the waveguide element 12 is so configured that a lower electrode 13, a lower clad layer 21, a waveguide layer 16, an upper clad layer 18 and an upper electrode group 20 comprising a plurality of pairs of upper electrodes are layered in this order on a substrate 27, the upper electrode group 20 comprises the plurality of pairs of upper electrodes corresponding to the lower electrode 13 and a voltage applying part 14 applies voltages having the same value and reverse polarities to the pairs of upper electrodes of the upper electrode group 20 during a prescribed time.
