PROBLEM TO BE SOLVED: To provide a silane compound sufficiently adhesive to a thermosetting resin such as an epoxy resin, and capable of sufficiently inhibiting the development of whitening in curing the resin, and to provide a glass fiber base material treated with its hydrolyzate. SOLUTION: The silane compound is represented by general formula (1) (wherein, R1is R11-CO-; R2is H or R11-CO-; R3, R4and R11are each independently a 1-3C alkyl; L1and L2are each independently a 1-4C alkylene group; (a) is an integer of 1 or 2; b is an integer of 0-5; and c is an integer of 1-3).
