PROBLEM TO BE SOLVED: To properly determine whether to prohibit lock-up at the start of a soak condition, in a control device for an automatic transmission for changing speed of an internal combustion engine, which is input through a torque converter possible to be locked up, and for outputting it. SOLUTION: Lock-up of a torque converter is prohibited till the oil temperature TATF of operating fluid of a CVT (continuously variable transmission) reaches a predetermined oil temperature TATF1 (S16, S20 and S14), and when it is determined that a vehicle is in the soak condition at the start of an engine (internal combustion engine) and that a detected cooling water temperature TW exceeds a predetermined water temperature TW1, prohibition of lock-up is released (S10, S20 and S18).
