PROBLEM TO BE SOLVED: To provide a mask for filling charged particles capable of depositing hardly the charged particles onto a mask body, capable of enhancing thereby particle adhesion onto a substrate, and capable of enhancing also a particle filling efficiency and a particle filling speed, and a manufacturing method for an information display panel. SOLUTION: This mask is used when filling a particle group constituted containing the charged particles, into a substrate cell formed of a partitioning wall, using a particle supply device, a mask body 15 of the mask is constituted of a conductive material, and an insulating layer 17 is provided on a surface of the mask body 15 in a side not contacting with the partitioning wall 12 on the substrate. The mask for filling the charged particle is used in a particle filling unnecessary portion on the substrate, when the particles constituting a display medium are moved from an upper side of the substrate to be filled.
