PROBLEM TO BE SOLVED: To enable use of an inexpensive arithmetic processing device and to reduce the cost. SOLUTION: The arithmetic processing device 10' has a timing signal generating circuit 16, an A/D converter 9 which performs A/D conversion of a signal from an optical receiver 8, a synchronous detection circuit 11 which performs synchronous detection of an output of the A/D converter 9, an integrator 12 which integrates an output of the synchronous detection circuit 11, an angular velocity output generating part 17 which generates an angular velocity output from an output of the integrator 12, a feedback signal generating part 13 which generates a feedback signal from the output of the integrator 12, a modulation signal generating part 18 which generates a modulation signal from the output of the integrator 12, and an adder 19 which adds up the modulation signal and the feedback signal, applies them on a phase modulator 6 and generates an output signal of a stepped saw-tooth wave. An operation period of the modulation signal generating part 18 and the adder 19 is made to be the a propagation timeτof light that is propagated through an optical fiber coil 7, while the operation period of the A/D converter 9, the synchronous detection circuit 11, the integrator 12 and the feedback signal generating part 13 is made to be an integral multiple of two or more ofτ.
