PROBLEM TO BE SOLVED: To provide a fluid heating apparatus capable of achieving minimization of an installation space regarding operation such as a setting space or a maintenance space in regard to a fluid heating apparatus comprised by providing an outer tube having an inflow opening and an outflow opening of fluid to be heated, an inner tube fixed to the outer tube and defining a passage of the fluid to be heated, and a lamp heater housed in the inner tube to heat the fluid to be heated passing through the passage. SOLUTION: The fluid heating apparatus is provided with the outer tube blocked in both ends, vertically provided along a vertical direction of a longitudinal axis, having the inflow opening of the fluid to be heated in a lower part, and having the outflow opening of the fluid to be heated in an upper part, the inner tube crossing a direction of the longitudinal axis in the outer tube, penetrating and fixed to the outer tube, and defining the passage of the fluid to be heated with the outer tube, and the lamp heater housed in the inner tube.
