PROBLEM TO BE SOLVED: To simplify a structure related to a rotating damper device to damp the closing motion etc. of a key board cover of a piano, a cover of a toilet bowl, etc. SOLUTION: Connecting recessed parts 51, 53 to fit ends of blades 31, 33 to each other free to relatively move back and forth in the rotating direction within a range of a central angleα1 are provided at the end of a first rotation shaft 5. Blade-side interrupting surfaces 31a, 33a and recessed-part side interrupting surfaces 51a, 53a to interrupt communication between the side of a pressure chamber 35 and the side of a non-pressure chamber 37 are provided close to each other by relative movement when rotating to the side of the pressure chamber 35 at ends of the blades 31, 33 of the first rotation shaft 5 and connecting recessed parts 51, 55 of a second rotation shaft 7. Communication passages 55, 57 to make the side of the pressure chamber 35 and the side of the non-pressure chamber 37 communicate with each other when rotating to the side of the non-pressure chamber 37 are formed between the ends of the blades 31, 33 of the first rotation shaft 5 and the connecting recessed parts 51, 53 of the second rotation shaft 7.
