PROBLEM TO BE SOLVED: To provide a molecular weight lowering device of fuel capable of lowering molecular weight of fuel with stable plasma. SOLUTION: A plasma generating device 10 includes in a fuel supply pipe 5 a first electrode plate 11 and second electrode plate 12 provided in parallel so as to be spaced apart from each other. The first electrode plate 11 is connected to a high frequency power source 13. The second electrode plate 12 is grounded. A glass fiber nonwoven fabric 14 having an uniform thickness is provided between the first electrode plate 11 and second electrode plate 12, and extends from the space therebetween to the inside of the fuel supply pipe 5 to be inserted into a fuel tank 2, thereby immersing a part of the nonwoven fabric 14 in light oil in the fuel tank 2.
