The present invention refers to methods and a system to enable media independent handover for moving networks as well as a corresponding MIH protocol, comprising the steps indicating (IC1)a request from an external user equipment (UE3) to a root mobile router (rMR) of a moving network for joining said moving network, decision making (EC1) in the root mobile router (rMR) to accept said external user equipment (UE3) as a new member of said moving network, sending a registration query (EC2) including an identification for the new member (UE3) to a decision point (DP) of a serving network, decision making (EC3) in said decision point, sending (EC4) a decision result for the new member to said root mobile router, and accepting or rejecting (IC2) said external user equipment as new member of said moving network on the basis of the decision result.
